SCADA System

Demand for power is increasing very fast due to continual improvement in quality of urban life style as well as expansion of industrial sector. The rapid increase in demand for power is associated with growing level of power system network complexity in terms of need for unified grid operation while maintaining the operational parameters. Further increased openness in the power sector economy has put additional pressure on the power companies to manage the power system resources in the most optimum manner within regulatory constraints imposed by Regulator.

There are multiple agencies within a state engaged in generation, transmission, and distribution of electricity. State Load Dispatch Centre monitors these operations and keeps the account of quantity of electricity transmitted through the state grid with the help of SCADA system. To meet the above challenges the need for a Real Time SCADA system in any modern power system utility is indispensable. The direct benefits of a modern SCADA system are:

  • Constant access to Real Time picture of entire network showing power system voltage, frequency, MW, MVAR, etc.

  • Supervision, monitoring and control of power in Real Time.

  • Optimal operation of power system, i.e. generation and associated resources.

  • Minimum of outage and faster restoration of the system in the event of Grid disturbances.

  • Improvement in the quality of supply through better control of frequency, voltage and other parameters.

As evident from its name, The Supervisory Control & Data Acquisition System basically collects data form various field devices & other data processing units and based on this information, system creates & provides various type of pre-defined / customized reports and user-friendly screen shots to the despatcher for smooth and disciplined real time power system operation.

Remote Teminal Units (RTUs) installed at different generating stations, EHV sub-stations acquire analog (MW, MVAR etc.) & digital (Breaker & Isolator) data from field devices & send it to SCADA system as and when interrogated by SCADA. The digital data has been given highest priority & its information transmitted to the SCADA system in immediate next cycle of interrogation. All RTUs are equipped with dual redundant communication ports to avoid data interruption and are connected with SCADA system through PLCC/OPGW network

In Chhattisgarh SLDC, a micro- SCADA System was commissioned on 3rd December 2002 by M/s ABB Ltd. In the process of equipping SLDC, Bhilai, GPS based Real time Centre has also been commissioned on 11.07.2003. This was very essential for time stamping of the happenings of the system and analysis of the data being acquired through SCADA system.

Till now each SLDC of WR states was having it own SCADA system, Communication system & RTUs and each SLDC was connected to WRLDC by various communication media and interacting data transaction activity with mutual interoperability agreement. Through ULDC (Unified Load Despatch & communication) scheme envisaged by the Govt. of India that constituents of each Region should have common hardware / software platform for SCADA system and should have common communication media. In this line a state of art SCADA system has been set up in SLDCs & OPGW communication system in important routed connecting all SLDCs was set up. All intra-state related power system data is acquired from various RTU installed in different generating stations, 400 / 220/132 KV sub-stations and inter-state substations. Under unified scheme, other constituent’s important system data along with Central Sector Power station / Sub-Station data are also available to all SLDCs through ICCP (Inter control centers communication protocol).

In CSEB nearly 27 Km. OPGW network is laid under ULDC scheme. From four optical nodes at Bhilai-400, Korba West, Korba East & Bhilai 220 kV and PLCC network, all RTUs of different locations are directly connected to SCADA system

EMS/SCADA System at SLDC Bhilai was commissioned under ULDC scheme of POWERGRID by M/s GE Network Solutions, USA and its commercial operations commenced from Feb 2006.
